Troublesome boys or ones that the old men didn't want to produce offspring for whatever reason had a more elaborate operation. The penis was split along the urethra from tip to base & a slip of green stick placed inside. I understood "whistle cock" as a racial slur based on the notion that a man could style his penis to prevent impregnation by cutting a hole at the base and tying up the end. As brutal as it may seem it performs a practical function. Unlike the circumcision of newborn infants which is unnecessary and therefore more than a little cruel.
